If you refer to Vex then yes! However its included in calculations so that she deals the damage she is supposed to do, so 15, 25 and 40, instead of 16.5, 27.5 and 44 as per this line of code

Does that apply to the hit that applies the vex? (Like for gestalt Abigail)

Yes, you will always see consistent damage from abigal which is either 15, 25 and 40, or 150, 250 and 400 from gestalt form

Checked the code again, turns out gestalt abi damage is calculated a bit different and it is possible to get 165, 275 and 440 dmg per hit when she manages to catch vexed enemy

But isn't her attack rate too slow for her to be able to attack vexed enemies?

Apparently it can sometimes be forced, it seems to be happening right after using "attack at" command
