Wortox soul decoy perk gets worse with soul echo perks

Wortox soul decoys currently only work on a fresh hop. This makes the decoys get less frequent if you get the perks to extend the echo window, or to add another echo. Another bit of anti-synergy with Wortox perks.

I'd really like it if either every soul echo hop could make a decoy, even if its limited to just one or two decoys being onscreen at once. That way you would have to time your echo hops instead of spamming.
