Actually, a dupe should only stop finishing construction when something really high priority interrupts them, like running to the toilet. You say you see this with the first dupe just doing another construction task nearby. That should not be enough to interrupt, I think. I guess there is some "replanning" event that is not really obvious. I do remember that at least recently I saw dupes also interrupting construction when I did not really see a reason. But another dupe always finished the construction soon, potentially after running over half the map, so not much of an issue in practical terms. But it does sound like a bug in the dupe task-scheduling. Maybe after some (hidden?) replanning event, the algorithm only assures that the construction task is continued, but does not require the same dupe to continue it. So: Possibly not normal.
