Final skills on skill trees shouldn't be RNG based

Specifically talking about Lunar Guardian 2. This isn't a buff nor nerf, but a change to the inconsistent nature of the skill. When you get a bout of bad luck it hits HARD. 

Final tier skills should be consistent.

I stead of a 20% chance to activate, make it activate every 5 hits.

Secret change I'd like: when Wormwood is blooming saladmanders should get a speedboost so they can keep up.
