They don't. Sweepers only pick up solid items and debris, or materials in a storage bin, or conveyor receptacle. They will not pick it off the rail.

A conveyor rail acts similar to a fluid pipe. Once materials are on the rail it will only come out if it goes to a receptacle, chute, if a dupe destroys the rail segment, or if the material undergoes a phase transition -- i.e. ice melting. One difference is that a phase transition won't bust a conveyor the way it would bust a pipe.
