I don't think it is a bug.  I think Bernie just naturally taunts and attacks all shadow creatures - like even for other players.

I agree with it. If the player wants the shadows to be hostile, then they can simply lower their sanity to madness.

He attacks anything hostile to Willow, but will provoke any shadow.  Shadows that are after other players are neutral to Bernie and Willow.  That's how Bernie works - he sees a shadow he fights it.

Its not a bug.  If you want it changed, make a suggestion for it.  I think the better suggestion is to let us pick up Bernie easier via skill points.  What is your suggestion?  He cannot just ignore them.

Doing it with a standard function would interfere with Bernie's ability to protect allies.  He needs to be able to taunt and fight shadows that are not aggro towards Willow.

Also there are other situations like teleporting, or going through Wormholes - Bernie does not teleport to you.  We need to be able to pick him up easier if we are going to invest skill into him.
