Chance for boots to drop from sunken chests (And other ways?)

I saw this been talked about, though there is no thread for it. It would be a neat addition. Maybe there are other ways to find boots, like a rare chance to think one sunken in the ocean for you to hook up. They would work great as a rare reward on the ocean obtainable in multiple ways.
