Make Scrapbook accessible from main menu + Idle animations

Currently the scrapbook is only accessible through a menu in-game, and there is no way to view it in the main menu. In the beta, I had to start a server just to view the scrapbook changes. Since players are forced to idle to view the scrapbook, I think it would make sense to add an animation similar to reading a cookbook that would tell other players they are occupied. It might be worth adding an animation for viewing the map as well, although it may cause issues if it interrupts movement.
