Server's time not stop in Main start lobby

when i start new world in my dedicated server

Time passes before i select character and start game 

i try remove my all mod and re-added but nothing fixed

 

I tried it in window 10 and start server with Steamcmd and StartDSTServers.bat

Time is stop in the same world and same mod if i make it without Steamcmd

I solve problem. I use Korean in cluster.ini so file encoding changed in "UTF-8" automatic.

I change it "ANSI" using Notepad++

 

if i use "UTF-8"

every options in cluster.ini work except max_players and pause_when_empty
