How to install the translations that exist in the game files without needing mods?

Why did Klei never make these language options available within the game other than the Chinese version? Instead he left it there hidden for years without any updates. I don't understand anything about programming or English yet. Is there really a way for me to use these scripts in an easy way without mods?
