about deleting account

hello, let's start with why I thought about deleting my account first. After purchasing the game I came across free klei points and thought they were more as I had no idea about the items and used them for a lot of profile pictures without knowing what they were. I thought about opening a new account so I could spend it on cooler stuff, but I don't know the details of the deletion. So I went and looked at the forums and came across moderators telling us not to do this. my question is if i delete my account, can my steam account be used for a new klei account after 30 days? If that's the case, it's really okay, I won't be able to play any games for the next month anyway, so I can wait. Also my old point usage may be reset and my items may be lost and my points may be refunded, if that's possible, I will go with it.
