[HELP] Cannot download mods from the steam workshop.

I cannot download mods from the Steam workshop, I can subscribe to them but the mods show up as server mods with no icons, with their title being "Workshop-WorkshopmodURL". I've tried unsubscribing then resubscribing and reinstalling the game, and have tried to download multiple mods just to make sure it's not a specific issue to one mod but the same issue persists, they all show up as workshop mods with blank icons and names of "Workshop-WorkshopURL".
