Wonkey has been an "obtainable" character since the Moon Quay update, and used to/is supposed to (?) appear on the collection screen after you discover him through gameplay for the first time. But now, it seems like accounts who have discovered Wonkey no longer have him there, and accounts who haven't encountered him see him. Or at least, that's the experience of myself and my group of friends.
