As you talk about some mods being basically cheats, than going on to say many veteran players use mods, nothing to back up basically calling a big group of players cheaters. You can divine most locations of things on a map with relative certainty after exploring a bit. TLDR: i don't think this would work until things like geo placement become part of the core experience.
