dedicatedserver Cannot download and enable ugc mods(v2mods)

I'm having problems downloading ugc mods from the dedicated server. I can't download and enable ugcmod on my PC and server using the dedicated server, even if I put the downloaded mods from the client directly into ugc_mods.
Here are my server logs.

I didn't see any erros there, so that's good so far.

Did you add the mods to your dedicated_server_mods_setup.lua? Afaik even with ugc mods you have to set that one up as well.

You can check out my old guide on installing mods. The dedicated_server_mods_setup.lua setup is in the "Installing your mods" headline. I'm still doing it this way, and it still works for me, so it should still be up to date.

I've added the mods to dedicated_server_mods_setup.lua, but they still don't download properly, but I found a way to manually upload the ugcmods and make them work

how did you solve the problem?

He probably just took the downloaded mods from his client, and pasted them into his dedicated server's mod directory.

This skips the requirement for the server to download them, it doesn't automaticially keep the mods up to date however.
