 If a modder makes a modded item could he use the official skin system?

 Example: a taller and more resistant stone wall could change from skim to, for example, the Victorian wall skin (Victorian Stone Wall - Victorian Collection, Available in the "Victorian Belongings Chest", "Complete Victorian Chest" and " Victorian Antiques Chest") or for the ruins skin (Ancient Stone Wall - General Collection, Available at Klei Rewards) if the user has them?

it's just an example, I wanted to know if a modder can use the skins system or not, as this is not very clear in Klei's rules and guidelines (believe me, I looked and nowhere is it clear if it's allowed), in case you know if this is allowed show where it is being said.

That's the closest restriction. As long as the user has the skins then it should be fine.
