So let it be a raw mineral for building purposes (and you can crush it into snow if you want to). Overheat temperature modifier of -100C (overheat at -25C). Some cold worlds could be very poor in other minerals, encouraging you build your tiles out of ice. Just be careful when you start generating heat and melting your base...
