Can't Build Higher Level items with Controller disabled

I have an HP Chromebook 14C, these are regular Google Play Chromebooks, not the new Steam capable ones with Xe graphics. I really like to have the game pause when I'm looking through what I can build, so I turn off Controller Mode.

Problem is, the Game mixes the two modes and breaks the UI. There is no way to build a Bee Bomb for instance. So, Controller Off is unusable on convertible Chromebooks, and perhaps phones if you have a mouse attached, like the Samsung Dex.
