Make all buildings with logic output adjustable

Please make it so that all buildings with a logic output can be adjusted so that the conditions where it is a red output or a green output can be adjusted. The best way to do it is the same way the smart battery works, with a high threshold and a low threshold, but also the way a thermo sensors works would work as well.

In particular, I think this would be a great feature for the materials study terminal, the refrigerator, and the smart storage. With the materials study terminal, it's good that it has a logic output now, but that logic output tells us when it is full, and I want to know when it is *empty*. A player might be tempted to connect the output from the materials study terminal, through a NOT gate, and into a radbolt generator, so that radbolts are sent to the station whenever it is not full. But since the radbolt generator outputs radbolts in a minimum pack of 50, the materials study terminal will get 50 radbolts even if it is only down to 99 radbolts in storage, wasting 49 radbolts.

With the refrigerator, at one point quite a while back I was attempting to prevent overproduction of food. I had a sleet wheat farm and was making frost buns. I hooked up the output of the refrigerator to shut off water input to the farm and lock the the door so that it wouldn't use up all my dirt. However, the refrigerator ended up being something like 99.7 % full so the logic output wouldn't turn on but it would also never be 100% full no matter how much food was produced. I believe this was because duplicants were only eating portions of the frost buns and putting the rest back. I haven't tested it in a while so I'm not sure if this is still an issue or not. And in all honesty I can think of a workaround using a weight plate, but the refrigerator would be better.

The smart storage is a similar situation. Although all I ever use smart storage for is to stop production of oxylite, and it seems to work properly for that purpose.
