Issues with save game sync iCloud

I have an iPhone and an iPad and if I play on my phone the save game will sync and can then be played on my iPad but my iPad will not sync back to my phone.

I have tried turning off iCloud on my phone,  deleting the save game and then turning it back on, all that does it tell my iPad the game has been updated and if I say yes will just remove the save from there.

I have deleted and reinstalled the game on my phone

it feels like the checking for an iCloud save on my phone is too quick and not actually working correctly
