Distresser & Vulnerability

What is the purpose of Distresser, and why is it in the global graft pool? There are barely any cards that incept Vulnerability, just Twisted Bluster and Stammer and that's it, there's several times more cards as well as enemies that create Vulnerability in your own argument ring, so I never pick this Graft since it'll much more often work against me than help me. 

For a graft like this to be any good there should be more ways for the player to incept Vulnerability. Otherwise this graft should be reworked or just scrapped.
