issue xith Errands for supplying the critter feeders

The critter feeder is useful to feed the critters (indeed).

But it has a good errands : it is considered as store errand, and since for many players (like me) who affect a low or very low priority in order to avoid useless cleaning, the critter feeders are not often supply and the critters die.

There are two solutions :

- The simplest is to make the critter feeders no longer a store errand but a supply or live support one (the supply is better I think).

- The best, I think is to make thing such as we can modify the errands for each building (making a supply errands for a storage bin at a certain place but a store one at an other)
