Share a Mod on Steam Workshop

Hi,

I tried to upload a MOD in the Steam Workshop but I could not. I tried to create a COLLECTION because I thought it would be around there that I could post a MOD for the players to subscribe but I could not. Even following other steps, like I did in the screenshot, I could not figure out how to upload.

My goal is to share to other players any mods I might have by uploading them to Workshop.

How do I do this?
