It looks like your character has some light shining down upon their hair, and that part looks intentional. I'm assuming you mean the slight whitening on the "outside" of the hair. That's usually leftovers from starting on a white image, then drawing something on that, and then using a color-selection tool on the white background to remove it afterwards. I think you'll find that if you open your PNG, there will be translucent pixels on the edges left over from such an operation. You can see it better if you make a new black layer in your painting program and put it below the hair in the layer order. The pixels should scream in your face. You can then fix it, and remove the black layer afterwards.
