Can you guys help me with my newly created custom character mod to add a custom perk?

I just made my first mod character and I want to add a custom perk to it..

Perks ( I will add two main perks either one is fine just in case if the other will not work )

- Make mobs falls a sleep ( Via Target or AOE ) or Cooking Perk ( kinda like Warly's Perk )

- Inflicts more damage to sleeping mobs
