Material/Element overlay

There two use-cases:
UC1 when you in mid-game build something out of precious steel and need to find what, to reclaim material
UC2 you have scarcity of dirt and want to find the last cell of it, sitting unmined somewhere around

There too many materials to all have unique color code, it's not make sense in the first place, it'll be the same as map. So, have a filter in bottom right corner, where we can select material and highlight on the map, both cells and buildings
