Mods tab not working, Help!

Hello. I've had a problem which I've been trying to figure out, mods wont work for some odd reason. I downloaded the game through steam and i tried using the Steam workshop to run the mods, I've made sure they downloaded correctly and what not but when i hit the mods tab on the start up of the game it shows the "Steam Workshop - checking workshop subscriptions". It's been stuck on that screen for the longest time, i know its not my WiFi and I've made sure that steam still worked and it still does, I've watched many videos and looked through many forums and nothing. I've tried all i could and well this is my last resort. i run Widows 10 if that helps.
