Unable to drop/place growth formula starter on ocean

Always thought it would be placable like bull kelp stalk on console or being able to drop it out in the ocean like pc but that’s not the case. It’s stuck on land and inconvenient to utilize as wormwood. Maybe allow watering cans to make it wet for a quick fix to console?

Steps to Reproduce

1. Craft growth starter formula

2. try to drop/place it by the ocean

3. Unable to drop/place in ocean
