With the latest update to this date (Wx78 skill tree) I have encountered a bug that it has no correlation one thing to another but it doesn't work for some reason, I have two backups in the map and none of them let me transfer consciousness to them even though I have the full skill tree, after messing around a whole in-game day I figured out why it doesn't let me
When in PS4 you can't transfer consciousness when you have the block circuit without cooldown for some unexplainable reason, when on cooldown you can transfer consciousness and without it you also can
Have the skill tree skills "Gamma Circuit Tinkering II" and "Remote transfer" unlocked and equipped, then with the "blocking circuit" equipped you open the map and try to transfer consciousness. you can't, that's the bug it doesn't let you
