Tiles that are planned to be built overlapping ladders are visible from the other planetoid (i'm sorry if there is a mistake, my English is not so great)

I've queued a few tiles to be built, and some of them are overlapping the ladders

But these tiles are visible from the other planetoid!

Steps to Reproduce

Build ladders close by to the edge of the map on one planetoid

Plan tiles overlapping the ladders

Check other planetoids' out-of-bounds areas
