testing branch - radbolt engine automation sensor useless when no rocket on pad

This isn't really a bug, as much as a probably unintended design aspect.

When you have no rocket parked, the unconnected automation wire defaults to red, which is the same state that a parked rocket would have when asking for more radbolts.

Perhaps all these radbolt automation ports should be "This device is requesting more radbolts when green. Red is full."
