Started new game - build menu failed to render

Menu to open up the build items was missing. Keyboard shortcuts to toggle still worked, same as click/tool tips - so it was a render bug.

Toggling `esc` menu also didn't correct it as it does other UI glitches

Steps to Reproduce

Started a new world with various difficulties increased, and sandbox mode enabled (likely unrelated).
