small oxidizer tank does not refilled after first loading

When I increase the amount of oxidizer in small oxidizer tank from 100 kg to 300 kg,

If the first 100 kg of oxidizer already loaded, then duplicants can't load additional oxidizer to tank.

Steps to Reproduce

1. set the maximum value of oxidizer to small value (about 100 kg)

2. Waiting for a duplicant load oxidizer to small oxidizer tank

3. After loading, increase the maximum capacity, such as 300 kg.

4. then duplicants can't load additional amount (200 kg) to small oxidizer tank
