Skills list scrolls outside of box in windowed mode

In windowed mode, on the Skills menu, the list of duplicants scrolls outside of its bounding box.

Steps to Reproduce

Run the game in windowed mode.

Open the skills menu with enough duplicants to have a scroll bar available.

Scroll to the bottom of the list.
