Scout rover is continuously working with dead battery state

When I use scout rover at the outer planetoid, my scout rover gonna be "dead battery" state.

However, that scout rover is still working, and I have no idea which function is different between normal, and dead battery state.

Steps to Reproduce

1. Make a rocket with scout rover module

2. Exploit scout rover at the outer planetoid

3. After few cycles, scout rover gonna be "dead battery" state

4. It still works

You can also trigger the scouts by digging under them when in a dead battery state. Looks like the logic that makes dups jump to the side triggers then they are online from there, while still being in the dead battery state.
