Scout rover with a dead battery is functioning

Steps to Reproduce

Break the tile that the scout rover is currently standing on. At least that's what seemed to cause it to happen.

Rover's battery is recharged (sometimes) when a duplicant picks them up and puts them on an exposed wire.
