Rover can get attribute increase. I haven't measured his speed increase though

On top of that, a rover will exceed its carrying capacity when you cancel the order for specific resource while storing materials.

Steps to Reproduce:
Allow rover to store materials and then clear the order in compactor for the material being stored.
