In the 1-2 seconds while a rocket is landing, a gas port on the landing pad will start loading it with gas. It should probably at least wait until the rocket is landed before loading it 
Steps to Reproduce
- Build Rocket with gas port and gas modules and load it
- Send rocket to another destination with gas port
- Land Rocket
