Robo pilot not filled if destination doesn't need it

The robo pilot module only calls for enough data banks to do a round trip to the destination and back.

However, I want the rocket to go to two radioactive asteroids to get as much as possible before returning, but because that's only a 22 tile round-trip to the first, my rocket only has 56 data banks on board and won't generate a deliver errand.  Therefore, I can't do my 29-tile trip to both asteroids.

Workaround: Deconstruct and rebuild the robo pilot module, so that it gets a fresh delivery of 100 data banks.

My opinion is that a robo pilot module should always call for data banks if not full (100).

Steps to Reproduce

See the attached save and see the rocket currently centred.  Alternatively:

- Have a robo pilot module with just enough data banks to travel to the currently set destination.

- Observe that even though the robo pilot module can hold 100 data banks, it doesn't call for more.

Note that the above save DOES have a rocket in-flight with full databanks - this is the one where I deconstructed and rebuilt my robo pilot module.

I consistently run into the same problem. I'm mining the poi mostly for the office mugs, and want the 32 tile range to be able to fill as many of my 5 artifact modules as i can, but after landing more often than not i have to deconstruct the robo pilot module to get the full range available, because the robo pilot module will not  fully load up on data banks. It's not a matter of supply, as each of my rockets has a full conveyor receptacle with data banks. Sometimes when the last destination was close by and range is less than 22 tiles you can force it to load more data banks by selecting a roundtrip destination to the edge of the starmap, which always confounds me, because why does it load up fully then, instead of just giving the 22 range, but imo it should always load up to max, just like the fuel and oxidizer tanks do.

I attached the above save file here. Even if it filled up to full, doesn't the rocket have to stop at a POI to collect the artifact?

My rockets don't use the roundtrip function, instead i direct them to clusters of poi, visiting each poi separately, so instead of flying through them they stop at each one. This allows me to collect 5 office mugs per mission. Yes that's a lot of manual labor, but except for some big builds late late game i have time to micromanage the rockets, my dupes usually dont need it anymore. Because they're robots i don't have to care how long they're sitting in space, so i can forget about them when my focus is somewhere else, but it's quite the annoyance to have to reconstruct the robo module every time they return
