Radiation emitted by all forms of nuclear waste (Solid Nuclear Waste, Liquid Nuclear Waste, Nuclear Fallout) can not be blocked even by tiles with 100% radiation absorption. The numbers are the same for Vacuum (0% radiation blocking), as well as 100+ tons of Hydrogen (100% radiation blocking), and for anything in between. I did test it with other material such as Lead Metal Tiles or Nectar, though I don't think it should matter. Hydrogen was just convenient for getting that 100%.

Expected behavior is that off any other source of radiation like the Research Reactor or even the Dev Radiation Emitter. Even with just 73% radiation blocking 4 tiles away from the source of 12000 rads/cycle it ends up as only 50 rads/cycle.

Dev Radiation Emitter partially surrounded by Lead Metal Tiles also shows the expected behavior:
Either build the test setups I did, or just place nuclear waste in any form and try blocking its radiation with any other material. All forms of nuclear waste only emit radiation 2 tiles away from themselves so the tiles blocking radiation have to be close to the nuclear waste.
