Moving a rocket module cancels deconstruct orders

This is a really minor one, but I've been finding it a bit obnoxious as I try to edit rockets. 

Moving a rocket module will cancel a deconstruct order. This happens either when you move a module, or when a lower module gets deconstructed, causing higher up modules to move lower. This is an annoyance if you're trying to deconstruct multiple rocket modules.

Normally this wouldn't be an issue, because historically I've deconstructed modules by using the "swap+cancel" trick.  However, it seems like that behavior has changed. Swapping a module no longer seems to refund the original module.

I'm not sure if THIS is a bug or not. It seems like it *might* be intended behavior to encourage actually deconstructing modules, so I wanted to focus on the first bit. If this is a bug, I can make a second post if you like. 


Steps to Reproduce

Queue up several deconstruct orders on a rocket.  

Deconstruct the lowest module.

Upper module deconstruct orders will be cancelled.
