If you currently don't have access to a resource, even if you have access to it previously it displays as missing resource(s) whereas in the base game it will show the resources just grayed out. Applies to all resources.
Steps to Reproduce
1. Build using accessible resource until there is no more.
2. Try to build something that uses that resource.
