Minimum Load Interplentary Launcher

The interplentary launcher has a "Minimum load" setting. I interpreted this to mean "minimum" not "exactly". Like if it is set to 10kg and there are 150kg of Material in the launcher, I expected it to send a 150kg packet instead of 15 10kg packets.

Suggestion: either make it actually minimum, or rename the setting. (I'd prefer to former tough)

Also I had a case, 900g of Petrolum in (first in row) and 15 kg of food... Setting to 10kg .. it won't shoot unless I filled in more Petroleumm, which is a bummer too (especially as I can't remove the petrolum already in the launcher without deconstructing the whole thing and loosing the stored radbolts.)

PS: I don't see why I should add a log to this, does that really help?.. but the form forces me..  oh well.

Steps to Reproduce

Load 100 kg of material in Launcher.  Set it to 10kg. Expect to shoot one packet with all the material, instead it shoots exactly 10kg packets.
