Insufficent Resource tag showing for structures I have resources for

Not entirely sure what the repro steps are for this bug, but I am seeing that materials are required for a structure that I clearly have resources for. 

Notes:

  • I have been playing for about ~1 hour runtime and about 3 hours on the save file (36 cycles).
  • I have 2 colonies with 6 dupes in one and 0 in the other.
  • This does persist if I return to main menu and load the save again.
  • The issue does persist when the game is completely shut down and restarted fresh.
  • This does happen for both reachable and unreachable builds.

Can also confirm this bug.
 

For me it is Igneous Rock.
Its now become unavailable on all astroids.

Also tried the list below and didn't solve the issue.

  • This does persist if I return to main menu and load the save again.
  • The issue does persist when the game is completely shut down and restarted fresh.
  • This does happen for both reachable and unreachable builds.
