HEP-struck dupes can't be placed on cots

Dupe was struck by a HEP beam from a redirector. Was incapacitated (didn't even know that could happen, but makes sense) and now it can't be placed in a traige cot (that was made after the dupe was incapacitated). NOTE: might not be the best place to report, but dupes who have rad sickness should get priority when eating rad pills. My dupe is throwing up whilst upwards of 5 rad pills have been consumed by non-rad dupes.

Steps to Reproduce

Get a dupe struck by HEP beam, build traige cot after they are hit (not sure if that;s important), assign dupe or let them be carried there automatically. Watch as dupe falls out of cot with the warning "Incapacitated" flashing up.

Use Consumables tab to control dupe access to pills and foods.
