Errand is not available when oxidezer is increased

When we increase the oxidizer value in "Small oxidizer tank" we have no errand.

Errand is available when we decrease the oxidizer value.

Steps to Reproduce

1. Have oxidizer in "Small Oxidizer Tank" (I have "Fertilizer as oxidizer)

2. Increase the value (I changed from "800" to "900"

Actual result: No errand for "Tidying or supplying".

Expected result: Errand for "Tidying or supplying" should be available.
