I'm continually sending materials that arrive as empty payloads in my current run. In the attached save, you can see multiple instances of this on Sorchini that are sent from Muckito. Note that this seems to ore/refined metal as well as gas.
Steps to Reproduce
Sending payloads from an outpost on Muckito. The interplanetary launcher is near the top edge of the map.
