Otto refuses to research at MST if the last shot of radbolts exceeds the building's storage capacity. (Say 93 is already in there but the last shot sends 25 rads. Only 7 can be accepted and 18 is wasted.) No path is blocked and he has skill. I had the problem repetitively every once in a while and reloading the game fixed it.

1. Have a dupe use up some radbolts in the MST till a few decimals or none left.
2. The building sends a signal to call up a dupe to make radbolts while the first dupe continues research.
3. Repeat the cycle several times.
4. When the building is close to being fully charged, the last bits of radbolts get absorbed, leaving some extras hit objects in their way and turned into solid nuclear waste. Research can't be resumed without reloading the game.
