Scout rover can be loaded to module by rover or duplicants.

I think they consider rover to its resource.

So there are many rover for 1 module.

Steps to Reproduce

1. Build a rocket with scout rover module

2. Launch and land for deploying scout rover on the surface (not necessarily)

3. Take a while for auto-delivery

4. then, some rover or duplicants load rover to its module.
