Rockets with a drillcone still want a cargo bay, even tho it is no longer required for its operation.
This prevents automated starts of drill rockets without cargo bays.
Steps to Reproduce
- build rocket with a drillcone that does not have a cargo bay
- try to launch rocket via launchpad automation
